Job Description:

This position provides leadership in the organization or functional area and is primarily engaged in management activities that establish the direction of a department, function, or project. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs. This position is responsible for managing large to mega size complex commissioning and start up projects or overseeing multiple small/large and/or less complex sites/projects. This position reports functionally to the Senior Director of Commissioning and Start up and/or to the Director of Commissioning and Start up of the respective business group and administratively to the assigned project director/manager in the home office and site manager in the field.

Principal Job Duties & Responsibilities

• Participate in providing a planned, documented, and managed approach to the commissioning, qualification testing (DRDQ and RV in Home Office and post-construction turnover) of validated systems / equipment to the client

• Assist in developing the Validation Master Plan (VMP) assisting the Client Project Manager in determining the appropriate level of validation required using risk-based strategies described in ASTM E2500 and ISPE Baseline Vol 5 Commissioning and Qualification (2019 revision) and ensure compliance with Client Corporate quality guidelines. In addition, develop and maintain other primary Commissioning and Qualification centric documents such as System Impact Assessment, Quality Risk Management, Project Execution Plans, Requirements Traceability Matrix, Receipt Inspection definition, User Requirements Specification definition, and Qualification (DQ/IQ/OQ/PQ) Procedures for execution/report writing

• Conduct monthly and quarterly interviews and maintain close client relationship with client plant manager and/or client functional counterpart (commissioning & qualification, quality assurance, quality control)

• Participate in development and management of the commissioning and qualification budget

• Participate in subcontractor plans for commissioning and qualification activities and define deliverables, roles, and responsibilities (design review, design qualification, receipt verification, factory acceptance testing, construction turnover package review/guidance, site acceptance testing, startup, automation integration management, formal commissioning, and qualification)

• Participate in the development of the site quality manual (SQM) in assisting the construction quality manager and engineering discipline leads in determining the appropriate requirements for the equipment and project location to be included in the SQM

• Develop and maintain the system centric integrated commissioning and qualification schedule; control all costs associated with commissioning and qualification labor and equipment; develop a commissioning and qualification plan; and integrate activities and deliverables with ongoing operations, construction management (if present), construction turnover, and commissioning and qualification with multiple parties

• Participate in any Client project risk management reviews and follow up for mitigation planning and execution

• Understand existing system boundaries and Establish any new system boundaries, scope of work, and commissioning execution plans

• Use system boundaries and work with Construction Quality and Construction Turnover teams to establish Turnover Execution Plan documents to support commissioning and qualification team readiness

• Provide a planned, documented, and managed engineering and construction approach to the commissioning and turnover requirements for pre-commissioning, commissioning, start-up, operations and testing and final hand-over of facilities, systems, and equipment to the client

• Establish project specific written commissioning and qualification procedures for new systems and continue re-validation efforts on existing systems

• Develop and adhere to site business plan by monitoring budgets, performance and utilization and provide periodic reporting for the respective Site Project Management

• Prepare commissioning and qualification progress reports for Client Project Management

• Develop written test procedures as well as coordinate, witness, and document startup and functional tests

• Manage the work to the terms of the contract by eliminating leakage and optimizing returns

• Manage risk as assigned by the joint Risk Assessment for systems, project management and or site management by reviewing risk on a regular basis and identifies significant business risk for the project(s)

• Communicate commissioning roles and scope for members of project teams

• Understand the commissioning and qualification test plans/protocols, and coordinate and/or attend design, construction and operability reviews on new systems

• Fulfill contract requirement by ensuring that the duties and responsibilities of the project contract are clearly defined, documented and followed by the Fluor team and its CQV subcontractors

• Prepare project specific staffing plans including man-hour estimates

• Align and incorporate new team members through coaching and/or other orientation practices

• Enhance skills, performance, and development of all employees by sponsoring and promoting training programs so that adherence to specifications is ensured and work of the highest quality prevails

• Continually improve personal technical, commercial, and organizational knowledge and skills

• Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback

• Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations

• Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action

• Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines

• Maintain compliance with all applicable policies, procedures, and global standards

• Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies and those of the Clients Site EHS programs and determine which to follow in the event of a discrepancy between the two programs

• Effectively develop and apply the Core Skills to the job

• Meet expectations on attendance and punctuality

• Manage other CQV service providers (Subcontractors) for extended durations of time as Validation is a continuous process to maintain

• Utilize years of supervisory and managerial insights and experiences for planning and executing documented Commissioning and Qualification strategies to achieve Client Corporate Quality Systems compliance

• Utilize existing tools to perform work such as Nucleus (project SQL database), Coreworx (document control), and client specific tools (as necessary)

• Promote use of other industry current tools cleared by IT to perform work such as Power BI for reporting or Kneat Gx for full digital solution to C&Q lifecycle doc mgt
