Job Description:

This position serves as an office lead as a Senior Buyer, Project Expediting Lead, or Proposal Support, supervising personnel and handling critical material.

• Manage critical material orders and supervise personnel at a management level on a large Project

• Ensure personnel are properly inducted in Project specific procedures, systems, protocol, and responsibilities

• Lead functional/discipline training requirements for personnel, required to effectively execute their role on the Project

• Plan and execute the material planning, purchasing, or logistics associated with commodities or engineered equipment, systems, or materials in support of project operations and/or goods in support of office operations

• Assist in the handling of complex material planning, purchasing, logistics, or field purchasing functions or plans, and executes those functions within established Material Management Plans, policies, and procedures

• Procure engineered equipment and materials in accordance with the Material Management Plan

• Other duties as assigned

This role is responsible for managing critical material orders, supervising procurement personnel, and leading complex procurement functions on a large-scale project. The position ensures compliance with project-specific procedures, oversees supplier management, and leads procurement activities, including build-to-print and performance-based requirements, to support project and office operations.

Key Responsibilities:

Personnel & Training Management:

• Supervise and manage procurement personnel, ensuring proper onboarding into project procedures, systems, and responsibilities.

• Lead functional and discipline-specific training to enhance team performance and compliance.

Material & Procurement Management:

• Plan and execute material planning, purchasing, and logistics for complex commodities, engineered equipment, systems, and materials.

• Review drawings, specifications, and procurement history to determine sourcing strategies and supplier qualifications.

• Develop and manage RFIs and RFQs, ensuring alignment with company policies and prime solicitation/contract flow-downs.

• Manage procurement of build-to-print, performance-specification, and Supplier Statement of Work (SSOW) requirements with medium to high complexity.

• Prepare and issue purchase orders (POs) and procurement documentation per company directives and prime contract requirements.

• Lead post-award management of POs, ensuring compliance with contract terms, quality standards, and delivery requirements.

Supplier & Contract Management:

• Lead supplier interaction and collaboration with cross-functional teams to manage a variety of procurements, including complex acquisitions.

• Identify and qualify suppliers, evaluate alternative suppliers as needed, and negotiate pricing, terms, and conditions.

• Develop and execute a Long-Term Agreements. Blanket Purchasing Agreements, and Basic Ordering Agreements to support procurement strategies.

• Review and negotiate exceptions to flow-downs, specifications, quality notes, and contractual terms.

• Conduct supplier assessments to ensure technical, financial, and operational viability.

• Manage supplier relationships to meet program requirements, ensuring adherence to schedule, cost, and quality objectives.

Process, Compliance & Risk Management:

• Prepare solicitations for requirements ranging from commercial items to high-complexity build-to-print procurements.

• Support prime contract proposals and government acquisitions, including acquisition planning, cost/price analysis in accordance with Federal Acquisition Regulations (FAR 15.4).

• Identify and mitigate procurement risks, ensuring alignment with project and regulatory requirements.

• Conduct formal procurement file maintenance, PO administration, and contract closeouts.

• Recommend and implement improvements to procurement processes and procedures.

• Support internal and external audits by ensuring documentation and compliance with procurement policies.

Cross-Functional Collaboration & Leadership:

• Work with internal teams, engineering, program management, and senior leadership to align procurement activities with business objectives.

• Mentor and provide peer review support to other procurement personnel, ensuring best practices in procurement strategy.

• Support cross-functional teams in defining and managing complex procurement strategies, supplier selection, and contract execution.

Additional Requirements:

• Ability to travel up to 10% as needed.
