Fluor Security manager in Guam, United States
Fluor is seeking a Security Manager in in support of GUAM Base Operations Services (BOS) contract to provide integrated base operations services. Guam, the largest and southernmost island of the Marianas archipelago, is the westernmost possession of the United States. The island is approximately 6,000 miles west of San Francisco, 3,700 miles west-southwest of Honolulu, 1,500 miles southeast of Tokyo, 2,100 miles southwest of Hong Kong, 1,500 miles east of Manila; and 3,100 miles northwest of Sydney at 13 degrees north latitude and 144 degrees west longitude. The Marianas Trench, the deepest known ocean depth, is located southeast of Guam.
Overall Purpose of Job:
The purpose of this position is to manage and direct security for a client or Fluor site. This position is accountable for providing security management and oversight in accordance with the client requirements or jurisdiction. This role is responsible to create, execute, and monitor project security policies and procedures to safeguard property, plant, equipment, security information, intellectual property, and personnel.
Develop and implement policies and procedures to ensure compliance with Personnel/Physical Security, ATFP, OPSEC and NISPOM regulations/programs, associated corporate and applicable government policies and directives.
Develop and implement a comprehensive employee security education training program: Personnel/Physical Security, ATFP, OPSEC and NISPOM training.
Conduct Personnel/Physical Security, ATFP, OPSEC and NISPOM surveillance/audits to prevent violations. Conduct security assessments and initiate measures to correct security deficiencies.
Investigate and report Personnel/Physical Security, ATFP, OPSEC and NISPOM violations. Interface with USG on security related issues.
Interface with government counterparts on security related issues, prepare and maintain a Company Standard Operating Procedures (SOP) for addressing Personnel/Physical Security, ATFP, OPSEC and NISPOM issues.
In country management of all Fluor personnel security clearances, classified information issues and deliver instructional presentations/training for the program.
Process security clearances (SF-86) and periodic re-investigations.
Establish, perform and manage self-inspections of security program functions for Fluor and Fluor subcontractor work areas.
Write and review Security related reports, liaise with client and conduct audits within the security department to ensure compliance with client policies and procedures.
Review contract documents to determine applicable security requirements/risk.
Perform other related duties and activities as designated by Security Management.
