Job Description:
Fluor, together with its joint-venture partner AECOM, has been awarded a four-year program delivery support services contract for the California High-Speed Rail program by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S.
The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.
Under the general direction of the Program Cost Controls Lead, the Cost Controls Engineer is responsible for developing, maintaining, and reviewing cost management data including budget and cost forecast and providing accurate and timely reporting of cost data including:
• Develop and review monthly reports for accuracy of cost information.
• Review and analysis of variances in cost and schedule and make recommendations for corrective actions.
• Coordinate and gather all information for special reports and requests.
• Support the Program Cost Controls Lead and Senior Cost Engineer in reviews and meetings.
• Reconciliation and edits to the Cost Management System for Budget, Cost and Change Information.
• Develop and Coordinate cost management updates to assist PCM’s, PC, CM’s and PC Leads with current Budgets, Actuals, Accruals, Forecasts and Changes.
• Support the development, compilation, and production of a multi-billion rail transit Program report(s) covering progress, cost, cash flow, earned value, risk, schedule and other relevant information.
• Verifying changes are properly reflected in the cost forecast.
• Update, reconcile and Report changes (202’s and BOC’s) into and from the Change Management Table for tracking Pending and Approved Changes and Contingency Utilizations.
• Coordinating with Regional Project Controls for required project level reporting.
• Develops monthly cost reports
• Coordinates with regional project controls staff for required project-level reporting
• Performs weekly QA/QC of the project cost data and communicates corrections.
• Assists the Program Cost Lead and Senior Coast Engineer with loading the cost data into the Cost Management System to capture cost reports.
• Prepares Program Controls functional unit Cost Budget Monitors and reports monthly on hours and cost for Budget, Forecast, and Actual.
• Develops monthly accruals and burn rates for Program Director’s approval
• Communicates with project managers to acquire cost data from each project.
• Provides monthly burn rates and reversal for monthly accruals.
• Verifies changes are properly reflected in the cost forecast and assesses impact on contingency, escalation, and cash flow.
• Assists Program Cost Lead and Senior Cost Engineer with cost forecasts and funding that conforms to the Cost Management Plan.
