Job Description:
Fluor, together with its joint-venture partner AECOM, has been awarded a four-year program delivery support services contract for the California High-Speed Rail program by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S.
The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.
Under the general direction of the Project Financial Director, the Finance Cost Lead will:
•Lead and manage team responsible for financial, budget, cost management, and reporting
•Responsible for monitoring, evaluating, and reporting the project and the performance of contractors
against the budget
•Provide accurate and timely cost/budget/forecast reporting
•Verifying changes are properly reflected in the cost forecast and assessing impact on contingency,
escalation and cash flow
•Analyzing variance in cost and schedule and recommend corrective actions
•Review trends and deviations
•Recommending solution and recover plans to address schedule and cost impacts
•Monitor the status of the allocation and expenditure of project commitments
•Develop cost forecasts and funding that conforms to the Program Cost
•Coordinating with Regional Project Controls for required project-level reporting
•Work with the PCMs and provide EcoSys remaining program budgets; this requires file export
from EcoSys and configure into an excel workbook monthly to allow processing of change orders
and all other budget requests.
•Work with Contract Managers for any item going to BOC and process budget tables and 202 forms.
•Work with PCMs on monthly change order budget requests. Inform CFO and Project Financial Director
of CO items over $20M or credits back into contingency for proper reporting at all levels.
•Review and Process 202 budget requests from other departments within the HSR program and coordinate with other cost team members to support budget requests needs.
•Process and issue monthly FY forecast report to report unit and cost team and FINO for further processing.
•Create missing 202 forms for the contract donors.
•Train contract manager how to properly complete 202 forms.
•Cross train financing staff on how to complete budget table and 202 forms
•Identify incomplete accruals, and FY overspent.
•Maintain and report the program contingency on the program's construction package projects.
•Work with the PCM’s for each of the CPs and produce monthly reporting to Risk, the Reporting unit, FINO for Cap Outlay report, and Contingency Executive Summary to Dennis for further processing and report to the CFO.
•Define, document and update processes for team.
• Ensure that all operations in the unit are receiving the required level of cost-effective financial support and that financial reporting is reporting is consistent and compliant with national and local regulations and requirements
• Interface with other groups inside and outside the organization, senior management, other locations, clients, and auditors
• Contribute to the financial strategies and control of internal and external customers
• Manage significant projects through entire lifecycle as needed by executive management
• Provide direction, training, and evaluation to a staff of financial analysts to meet financial and nonfinancial performance targets
• Develop, establish, and continuously improve financial procedures and reporting for internal and external customers; recommend exceptions to policies and procedures in accordance with overall company decision criteria
TYPICAL DUTIES:
•Review, analyze and verify the cost budget and forecast data through coordinating
with different disciplines.
•Review trends and deviations and report accordingly.
•Recommending solution and recover plans to address schedule and cost impacts
•Develop cost forecasts and funding that conforms to the Cost Management Plan.
•Coordinating with Regional Project Controls for required project-level reporting. Maintaining up to date data in cost management system.
•Lead Finance Cost team
KNOWLEDGE AND ABILITIES:
•Technically strong in project cost planning and reporting
•Familiar with construction projects phases and disciplines
•Ability to use analytical techniques to provide Cost analysis and provide solutions
• Other duties as assigned
