Job Description:
Fluor, together with its joint-venture partner AECOM, has been awarded a four-year program delivery support services contract for the California High-Speed Rail program by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S.
The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.
Under the general direction of the Deputy Director of Risk Management and Project Controls and the Enterprise Risk Coordinator, the Program Change Coordinator is responsible for assisting with the administration of change management activities through the California High Speed Rail Authority’s governance committees. The incumbent will provide strategic and administrative support to the Risk Management Office Coordinator & Committee Oversight Section in the Risk Management Office.
TYPICAL DUTIES INCLUDE:
Assists with the administration of the governing committees managed by the Risk Management Office – Business Oversight Committee (BOC), Program Delivery Committee (PDC), and Enterprise Risk Committee (ERC). Provides support to requesters, coordination with staff from other functions (e.g., project and program, legal, project financial, etc.) on specific BOC/PDC items, agenda and meeting coordination/preparation, briefing of executive staff, coordination with Project Controls, Budgets and Contracts functions. BOC/PDC meeting coordination includes the following duties:
• Distributes agendas;
• Prepares executive briefing packages;
• Takes minutes of meetings;
• Tracks action items identified in the meetings;
• Develops the meeting outcomes; and
• Updates meeting calendars, as needed
Creates, reviews, and edits policies and procedures as necessary to ensure the proper internal controls are documented for governing committees managed by the Risk Management Office. Provides input on development and implementation of change management processes and operating procedures. This includes revisions to established practices to meet the goals and objectives of the Authority and initiate new or revised practices.
Provides support, training, and counseling to Authority staff on the program change process and governance structure.
Prepares written recommendations and/or analysis, when requested, as it relates to special assignments or projects. Conducts change management related tasks and ad-hoc tasks, as needed.
