Job Description:

Fluor, together with its joint-venture partner AECOM, is seeking candidates for the recently awarded California High-Speed Rail program. The team was a awarded a four-year program delivery support services contract by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S.

The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.

This position is primarily engaged in leading the development of Project Finance activities.

Under the general direction of the Project Financial Director, the Project Financial Analyst shall support the Financial Office (FINO) Project Financial Branch with Program Baseline management and maintenance, analysis of future scheduled project milestones, and costs and funding. This position will support the development of strategy, financial, project delivery, business planning, funding, procurement, policy analysis and recommendations. Coordination with Office of Risk Management and Project Controls is required particularly with respect to Program Baseline update and governance.

• Assessment of program funding and affordability needs

• Business Plan/Project Update Report funding chapter and capital cost chapter development

• Support the development of the Authority's fiscal year capital outlay budget

• Identifying funding and financial gaps in future major contracting strategies

• Assist in commercial and financial analyses of procurements

• Analyze Program Baseline inputs to the Authority's economic analyses

• Analyze Program Baseline inputs to the Authority's federal grant applications

• Review of Program Baseline inputs to the Authority's sources and uses analyses

• Coordinates with management on policy and process development

• Other duties assigned by the Project Financial Director and Chief Financial Officer
