Job Description:
Fluor led joint venture seeking candidates for the newly awarded I-35E Phase 2 project, covering the southern segment of I-35E in Dallas County from I-635 to the Denton County line.
This project is currently being progressed through a design-build project delivery. The Phase 2 project reconstructs and widens the mainlanes from six to eight lanes. It also reconstructs the two existing, grandfathered reversible tolled managed lanes, frontage roads and improves several intersections. This is a Texas Clear Lanes project. Texas Clear Lanes is a statewide strategic plan to provide congestion relief through non-tolled roads and is focused on the five largest metro areas in Texas.
This position serves as a material planning, purchasing, expediting, logistics or field purchasing team member who, with guidance from Purchasing Management, handles project material or non-project procurement support for an office, group of overhead departments or indirect procurement category within established Material Management Plans, policies, and procedures. This role assists other material management specialists and technicians, as required.
• Manage material orders with oversight from Material Management
• Monitor and report supplier's performance toward completion of all deliverables in accordance with the Terms and Conditions of the Purchase Order

Job Description:
• Develop and implement Supplier Quality Surveillance (SQS) plans, procedures, and activity plans to ensure that the quality of SQS services provided satisfies operational standards and client/project specific requirements
• Implement the Project SQS Procedure and ensure that the deliverables and overall surveillance performance satisfies client and project management quality objectives
• Coordinate SQS services on a worldwide basis; provide direction and monitor results for compliance to client/project requirements and expectations
• Issue project specific SQS assignment instructions and prepare Quality and Certifications Requirements (Q&CR) Forms and interface with client, engineering, project, and supplier personnel to resolve supplier quality deficiencies
• Coordinate surveillance related matters with client, project management, engineering, logistics, expediting, and purchasing personnel
• Issue a periodic project status report that reflects the budget performance, activity level and areas of concern
• Provide functional direction to assigned SQS personnel
• Attend Supplier Quality Alignment Meetings at supplier's facilities when requested
• Arrange for and evaluate Supplier Plan Surveys, as requested
• Review Request for Quotation (RFQ) and Purchase Orders for inclusion of Quality System Questionnaire, Supplier Inspection and Test Plan (ITP) clauses relative to Criticality Rating and Quality and Certification Requirements (Q&CR)
• Review Supplier ITPs for requirements noted on Q&CR Forms
• Provide computerized status using the SQS software application, which reflects the status of all supplier quality surveillance activities
• Provide effort hour estimates for all project supplier quality surveillance activities, both home office and at supplier facilities
• Closely monitor effort hour expenditures and expense costs for compliance with project budgetary requirements
• Attend project staff meetings and bid review meetings for major equipment
• Provide support to client quality representative, as required
• Input Agency Performance Measurement in Supplier Quality Surveillance (SQS) software application for all assignments executed by SQS Master Service Agreement contractor representatives
• Provide clients with historic data on supplier’s performance capabilities and/or inadequacies
• Provide administrative direction and general supervision to all SQS inspection aspects of Project SQS execution plan including planning, manpower requirements, problem solving, cost control and level of competencies required
• Ensure the quality of SQS inspection services provided, satisfies operational standards and client/ project-specific requirements
• Develop and implement the Project SQS Procedure and assume responsibility for ensuring that the deliverables and overall surveillance performance satisfies client and project management quality objectives
• Develop inspection assignment instructions for Purchase Orders and assigned inspectors
• Issue project-specific SQS assignment instructions and interface with client, engineering, project, and supplier personnel to provide solutions to supplier quality deficiencies
